MONICA LABICHE BROWN
Founder, Director, and CEO

Monica is a seasoned development practitioner and social entrepreneur passionate about women’s economic empowerment and gender equality across Africa. Born in Seychelles, an island nation in the Indian Ocean, and raised in Uganda, she gained insight into rural communities' systemic challenges in developing countries. These formative experiences shaped her commitment to uplifting women through income-generating opportunities as a pathway to ending extreme poverty.

Monica is the Founder of Africa Development Promise and the ADP Impact Hub—two organizations dedicated to transforming the economic status of rural women in Rwanda and Uganda. Through these initiatives, she works to strengthen women-led cooperatives, expand access to vocational training, and foster entrepreneurship. Her approach is grounded in building on local knowledge and culture, driven by collaboration, inclusion, and accountability.

With over two decades of professional experience, Monica brings a unique blend of grassroots and global perspectives. Her career includes twelve years at the World Bank, eight years at Water For People, and eleven years leading Africa Development Promise. Across these roles, she has consistently championed sustainable, community-led solutions.

Monica holds a Master of Science in Management (MSM) in Organizational Management, a Graduate Certificate in Development Practice from Regis University, and a BA in Sociology from Spelman College. She is a proud member of Delta Sigma Theta Sorority, Inc. and the National Council of Negro Women, which honored her with the 2016 Living Portraits Award. Monica also serves on the IEEE Smart Village Governing Board, contributing her expertise to global efforts in sustainable development and energy access.
